Australian sponsor and ARTG inclusion: two connected responsibilities
The TGA system requires coordination between the manufacturer’s conformity evidence and the Australian sponsor’s application and ongoing supply duties. Manufacturer evidence is not itself ARTG inclusion, and a sponsor appointment does not establish that the device meets the Essential Principles.
Start with the Australia market guide for qualification, device versus IVD classification and exemptions. TGA’s manufacturer supply steps and inclusion process explain the respective workstreams.
Who owns which part of the program?
| Workstream | Manufacturer contribution | Sponsor contribution |
|---|---|---|
| Qualification/classification | Intended purpose, device boundary and technical rationale | Confirm Australian application classification and scope |
| Conformity | Essential Principles and acceptable conformity evidence | Submit applicable manufacturer evidence and declarations |
| ARTG application | Correct product, site and certificate information | Application, fees, responses and final entry records |
| Technical-file access | Current documentation and prompt support | Ability to provide the required evidence to TGA |
| Postmarket work | Investigation, risk assessment, changes and corrective actions | Local reporting, communications, records and recall coordination |
The agreement should identify the responsible contacts and timing for safety information. A sales contract alone often leaves evidence access, sponsor change and urgent reporting unclear.
Manufacturer evidence: verify scope before submission
Inventory the certificates and product-assessment evidence available for the device. Check legal manufacturer, sites, device class, product categories, validity, issuing authority/body and any conditions. Determine whether the evidence satisfies the current TGA acceptance framework for that product, including the IVD-specific requirements where relevant.
Where manufacturer-evidence acceptance is required, complete it before the inclusion application. Do not assume that every ISO 13485 certificate or foreign market approval is sufficient, or that a lower-risk self-declaration route needs the same package as a higher-risk application.
Kind-of-device grouping and audit readiness
Define the sponsor, manufacturer, Australian class and nomenclature. Assess the additional unique-product-identifier and other grouping provisions for higher-risk categories. Commercial model names and common branding are not enough to establish one regulatory kind of device.
Prepare the technical evidence likely to be requested before lodging. The audit can address clinical/performance evidence, labels, conformity, software, sterilization and other applicable safety questions. Mandatory or discretionary audit selection depends on the actual case; a foreign approval does not guarantee exemption.
Ongoing sponsor and change controls
Maintain the ARTG scope, supporting certificates, fees/annual-charge obligations and required records. Assess intended-use, design, manufacturing, software and labeling changes before supply. An updated foreign certificate does not automatically update the Australian entry or resolve every local change requirement.
For a sponsor change, plan the applicable transfer/entry procedure, records, stock, labeling, authority communications and postmarket handover. Ensure the outgoing and incoming parties can support investigations and traceability. Coordinate New Zealand separately rather than assuming the sponsor transfer or database record crosses the border.
Pure Global can assess the evidence/application dependencies, prepare a responsibility map and coordinate sponsor support. A useful service scope identifies the remaining tests, certificates, submissions and maintenance tasks rather than promising inclusion from an appointment alone.

Frequently asked questions
No. Evidence acceptance and the sponsor’s ARTG inclusion application are separate steps where applicable. Confirm the completed entry and all conditions before relying on it for supply.
No. Apply the kind-of-device criteria and additional higher-risk requirements. Sponsor, manufacturer, class, nomenclature and relevant product identifiers determine scope rather than commercial branding alone.
No. The sponsor still needs local evidence access, reporting, records, change controls and recall coordination. The manufacturer must provide timely technical and safety support under the agreed arrangement.
