Established in 1945, the MoH directs the overall development of Vietnam’s health sector, including legislation, standards, and strategies for pharmaceuticals, medical devices, food safety, and disease prevention.
The MoH oversees the legal framework that governs safety, quality, and performance of health products throughout their lifecycle. It issues core regulations such as Decree 98/2021/ND-CP and Decree 07/2023, which define technical requirements and establish oversight structures for medical devices. The Ministry also authorizes clinical trials, manages national health surveillance, coordinates international health policy, and ensures compliance across the healthcare system.
Through specialized agencies like the Infrastructure and Medical Device Administration (IMDA), the MoH delegates operational responsibilities while retaining authority over high-level policymaking, legislative enforcement, and public health initiatives.
