Malaysia Sets Five-Year Validity for Device Classification Letters
From 1 October 2026, new Malaysian Product Classification Letters are valid for five years. Previously issued two-year letters extend automatically to three years from their original issuance date. Letters older than five years have a transition until 1 October 2027 to submit a renewal application, provided all letter information is unchanged.
Malaysia's Medical Device Authority (MDA) has implemented a package of changes to the Product Classification Application System (PCAS) effective 1 October 2026. The announcement supersedes MDA's 11 November 2025 announcement on classification-letter validity. The operative text and FAQs appear in MDA's announcement PDF, revised 5 October 2026.
The most consequential change is the validity regime for Product Classification Letters.
| Letter category | New rule |
|---|---|
| Issued on or after 1 October 2026 | Valid five years from issuance; validity stated in the letter |
| Previously issued with two-year validity | Automatically extended to three years from the original issuance date; no application required |
| Existing letters older than five years | One-year transition until 1 October 2027 to submit a renewal application |
| Letters in the older-than-five-year transition category, without a renewal application submitted in time | After the transition, the letter is no longer valid; a new classification application is required |
Renewal is available only where everything in the existing letter is unchanged: the products covered, intended use, product description and manufacturer information. Adding a product, or changing the description, intended use or manufacturer, requires a new application rather than renewal. MDA confirms that renewal remains possible after a letter has expired, provided the application is submitted within the transition period and the eligibility criteria are met.
Application changes
Applicants no longer upload the Product Classification Template: the required information is now captured in the online PCAS form. The revised process sets:
- invoice generation within seven working days;
- a 30-working-day review by MDA, starting only once payment has cleared and documentation is complete;
- withdrawal of applications that receive no applicant response for more than 90 working days after an information request; and
- a fee of RM300 per application, which is not refunded if the application is withdrawn.
Withdrawal does not prevent a fresh application under the prevailing requirements.
What holders should do now
Pure Global analysis: match each existing letter to the applicable category above. Two-year letters need no application for the extension, but holders should calculate the three-year end date from the original issue date; the extension does not restart that clock. Letters older than five years need a decision before 1 October 2027: renew only if nothing material has changed, and file a new application if any product, intended-use, description or manufacturer detail has moved.
MDA's earlier move to fully online classification applications is covered separately at Malaysia MDA Moves to Fully Online Product Classification Applications.
The announcement does not say that MDA will warn each holder individually; it asks stakeholders to review the validity status of their own letters. Companies using classification letters to support registration or borderline decisions should also track the 90-working-day response window once MDA raises a query.
