What does the NMPA do for medical devices?
The NMPA develops national rules and technical requirements, manages higher-risk device registrations, coordinates supervision, publishes standards and safety information, and oversees the medical device lifecycle. Provincial medical products administrations also have important responsibilities, including many Class I filings and local supervision. The correct authority therefore depends on the product and applicant.
How does China classify medical devices?
China uses Class I, Class II, and Class III. Class I represents lower risk, while Classes II and III require progressively stronger controls. Classification is driven by the NMPA classification catalogue and applicable rules. Manufacturers should confirm the product code and classification early because they determine testing, clinical-evaluation, dossier, and review requirements. A formal classification request may be appropriate when the catalogue does not clearly cover a novel product.
Registration or filing: which NMPA pathway applies?
Class I products generally use a filing route. Class II and III products generally require registration. The submission can involve product technical requirements, testing, risk management, clinical evaluation, quality-system information, Chinese labeling, and other device-specific evidence. Domestic and imported products follow different administrative paths, even when their technical requirements overlap.
Does a foreign manufacturer need a China agent?
An overseas registrant or filing applicant must designate a responsible entity in China to support regulatory communications and fulfill defined local obligations. This role should not be treated as a mailing address: the agreement should address regulatory records, change notifications, complaints, vigilance, recalls, and cooperation with inspections.
Is local type testing always required?
Testing expectations depend on the device, applicable standards, submission route, and whether available reports meet NMPA requirements. Clinical-evaluation requirements also vary, and some products can use pathways based on existing clinical evidence while others need additional work. A gap assessment against the current Chinese requirements helps avoid unnecessary testing or incomplete evidence.
