Medical device classification is the risk-based process used by regulators to determine the controls, evidence and market pathway that apply to a device.
What is medical device classification?
Medical device classification is the process of assigning a device to a regulatory class based on its risks and the controls needed to protect patients and users. The class can affect the required submission, conformity assessment, clinical evidence, quality-system oversight and post-market obligations.
Many jurisdictions use risk-based principles derived from the former Global Harmonization Task Force. Its official classification principles describe a four-tier Class A–D model, but individual jurisdictions implement their own laws and rules.
How is a medical device class determined?
Classification begins with the device’s intended purpose and claims. Regulators can also consider duration of use, invasiveness, whether the device is active or implantable, the body system involved, whether it administers energy or substances, and the potential consequences of failure.
The manufacturer should apply every relevant rule and document the rationale. Where several rules produce different results, many systems apply the highest indicated class. Borderline status or an unclear intended purpose should be resolved before building the submission strategy.
Are medical device classes the same in every country?
No. The United States uses Class I, II and III; the EU MDR uses Class I, IIa, IIb and III; and many markets use Class A, B, C and D. Similar labels do not guarantee the same class or regulatory pathway.
For example, FDA class is tied to the controls needed to provide reasonable assurance of safety and effectiveness. The FDA classification overview also connects device types to classification regulations and product codes.
Is classification the same as a GMDN or EMDN code?
No. Classification assigns a regulatory risk tier. GMDN and EMDN are nomenclature systems used to name and group device types. A nomenclature code can support registration and data exchange, but it does not independently establish the legal risk class.
Where can manufacturers find country-specific classification rules?
A global comparison is useful for planning, but the final determination must use the target market’s current rules.
