Brazil INMETRO & ANATEL for Medical Devices
Last reviewed:
Plan product-safety and telecom certification alongside ANVISA regularization without treating the approvals as interchangeable.
INMETRO, ANATEL and ANVISA address different requirements
A medical device may need more than one regulatory workstream in Brazil. ANVISA addresses medical-device regularization; INMETRO conformity assessment covers products within applicable mandatory certification scopes; ANATEL addresses regulated telecommunications products and functions. One authorization is not a substitute for the others.
Start with Brazil classification and registration. Then assess the device’s electrical, electronic, radio, software and accessory configuration. The mere presence of electronics does not automatically establish one identical INMETRO route for every device.
Certification-scope comparison
| Workstream | Question to resolve | Evidence to prepare |
|---|---|---|
| ANVISA | Which device/IVD class and regularization route apply? | Intended use, class, technical file, local holder and quality evidence |
| INMETRO | Is the product within a mandatory conformity-assessment scope? | Product category, applicable standards, test reports, manufacturing and certification scope |
| ANATEL | Does the product have regulated telecom/radio functions and what homologation applies? | Radio specifications, integration, module/certificate details and required conformity evidence |
INMETRO’s official certification explanation identifies the accredited Brazilian Product Certification Body (OCP) route for covered healthcare equipment. ANATEL’s current FAQs direct applicants to product-reference scope and designated certification bodies. Confirm the current category and instructions before commissioning tests.
Wireless modules require an integration assessment
For Bluetooth, Wi-Fi, cellular or other radio functions, inventory the module manufacturer/model, antenna, frequency/power characteristics, firmware and final enclosure. Identify existing Brazilian approvals and determine what they actually cover. A preapproved module or a foreign radio certificate does not automatically establish conformity of every final integrated configuration.
Give the certification body the actual marketed configuration, intended use, accessories and proposed family grouping. Changes in antenna, module, firmware, enclosure or manufacturing arrangements can affect the certification assessment. Keep the device dossier and telecom description consistent.
A practical sequence for the launch plan
- Freeze the device scope and assess the ANVISA route.
- Obtain written applicability and certification-scope advice for the product-safety and radio workstreams.
- Map available reports to the actual standards, editions, laboratory acceptance and device configuration required by the route.
- Identify missing tests, samples, factory/audit work and local applicant responsibilities.
- Reconcile model/family names, sites and certificates with the ANVISA submission requirements.
- Complete required approvals and labeling before the relevant market activity; retain evidence and define maintenance obligations.
The precise dependency between certificates and ANVISA regularization depends on the product and procedure. Do not promise one universal order or a fixed certification duration. Government fees, certification-body charges, tests, samples, audits and service costs are separate components.
Maintain certification through product changes
Track certificate scope, surveillance and renewal conditions, approved model lists, manufacturers and relevant labeling marks. Assess design, software/radio and manufacturing changes before implementation. A certificate should remain traceable to the product actually placed on the market.

Frequently asked questions
No. They address different regulatory scopes. Determine which certifications apply to the device and its telecom functions, then coordinate their evidence and timing with ANVISA regularization.
Not automatically. Assess the module’s Brazilian certification scope and the final antenna, firmware, enclosure and integration conditions. Changes or additional functions may require further evaluation or authorization.
No. Costs depend on scope, product family, available reports, required tests, samples, audit work and maintenance. Obtain current written estimates that distinguish third-party charges from professional support.
